Dr. Kumaravadivel Guruparan is a practicing lawyer based in Jaffna, Sri Lanka. He specialises in civil appellate litigation, property law, law of trusts, administrative law and human rights law.
He is the Founding Director of the Jaffna Institute for Law and Policy, founded in July 2023. In March 2025 he was elected as the Zonal Vice President (Jaffna Zone) of the Bar Association of Sri Lanka.
He was previously a Research Fellow in International Law at the Royal Institute for International Affairs (Chatham House) between March and September 2021.
Prior to that he was a Senior Lecturer in Law at the University of Jaffna and served the University in various capacities between 2010 and 2020, including as Head, Department of Law.
He holds an LL.B (Hons) from the University of Colombo, a BCL from Balliol College, University of Oxford (Chevening Scholar), and a PhD from University College London in Public International Law and Comparative Constitutional Law (Commonwealth Scholar). Secondary education: Jaffna Hindu College.
He was the founding Executive Director of Adayaalam Centre for Policy Research and Chair of its Board of Directors between 2016 and 2020. He is a founder-member and was Co-Spokesperson of the Tamil Civil Society Forum from 2010 to 2020.
The Jaffna Institute for Law and Policy engages in research, advocacy and educational activities in relation to law and policy matters affecting the North and East regions of Sri Lanka.
